After a period of relative peace, Shopian district is again turning into a hotbed of militancy in the strife-torn Kashmir valley. A quarter of the 134 militants killed in the region this year died within the district.

“This government can go to any extent to stifle our voices. Everyone feels they will be the next in line to be arrested."

Doctors are unable to download guidelines, news updates are slow to load, and some students have had to stay away from home because of the lack of connectivity.

As the death toll reaches 20, with over 250 seriously injured, a representative from the ruling Bharatiya Janata Party insists "everything will be fine".

VICE spoke with those present at the scene where the attacker went live on Facebook several times and then shouted "take your freedom" before firing at an anti-Citizenship Amendment Act protest gathering.

"Everyone is using it. The government officials themselves are uploading Facebook display pictures using VPN!"
